O mercado do papel inclui todos os intervenientes envolvidos em cada fase da transformação das matérias-primas (principalmente madeira, mas também fibras naturais) em pasta de papel, cartão e papel. Introduzido no Ocidente já no século XII, o papel revolucionou os meios gráficos, mas também se tornou indispensável na vida quotidiana de todos.
Os anos 90 marcaram uma importante virada para o mercado de papel: considerações governamentais e ambientais individuais forçaram esta indústria poluidora e intensiva em energia a adaptar-se. Aumentar a produção de papel reciclado, desenvolver ferramentas inovadoras e reduzir a poluição e o consumo de energia exigiu um grande investimento financeiro. No entanto, considerações ecológicas que pressionam para limitar ou mesmo proibir o uso de plástico, particularmente em embalagens e sacolas de supermercado, estão incentivando o crescimento do mercado de papel, que está em parte substituindo certas embalagens de plástico (daí o aumento do papel reciclado). Ao mesmo tempo, a investigação e desenvolvimento de materiais derivados e inovadores ganhou uma quota significativa do mercado do papel.
Papelão, embalagens, produtos de papel e seus muitos derivados ou produtos feitos de materiais reciclados são todas especializações que fragmentam este mercado. Na França, a indústria do papel e do cartão mostra uma tendência de crescimento de 2012 a 2021, apesar das profundas mudanças no tecido produtivo do país, com uma concentração gradual de produtores franceses. Contudo, alguns segmentos de negócio sofreram com a crise da saúde, e o índice de volume de negócios do comércio a retalho de jornais e papelaria em lojas especializadas ainda não recuperou o seu nível de 2019, com impacto a montante nos fornecedores.
Em um nível mais estrutural, a queda na produção registrada se deve principalmente ao declínio nas tiragens dos jornais; por outro lado, a produção de papel e papelão para embalagens tem aumentado desde 2016.
O sector da papelaria, ligado ao mercado do papel, está em crise há muitos anos. Passou por uma mudança profunda: há dez vezes menos papelarias grandes do que há vinte anos e muitas pequenas empresas entraram em falência.

- The Hondouville plant in the Eure region of France produces toilet paper, handkerchiefs and paper towels for professional markets (hotels, restaurants, businesses, industry, etc.), marketed under the Tork brand.
- To manufacture these products, the company has been recycling food bricks for over fifteen years
- In each food carton, paper fibers (75%) are mixed with aluminum (5%), plastic (14%) and cork (6%).
- The Stockholm-based international group, whose products are marketed in some 150 countries, has sales of 15 billion euros by 2022 and 48,000 employees worldwide.
- In France, the Group's fourth-largest market, it operates eight sites with 2,500 employees.
- Its Eure plant also manufactures cotton personal care products under the Demak'Up and Lotus brands.
- Over the past three years, investments at the Normandy site have totalled 47 million euros, reassuring the plant's 360 employees
Essity claims "world first" in recycling - 21/10/2023

- Antalis is also number two in the distribution of visual communication media.

General mobilization for Condat paper mills, a former industrial flagship and the Dordogne's largest private employer - 06/09/2023
- Papeteries de Condat, the largest private employer in the Dordogne, is planning to cut 187 jobs - almost half of the plant's workforce.
- The Spanish group Lecta, which owns the plant, employs a total of 3,000 people in seven factories across Europe.
- Lecta posted sales of 1.7 billion euros last year.
- The graphic paper market, which includes two-sided coated paper, continues to decline by 3% to 5% each year.
