1.1 Définition et périmètre d'étude

Un opérateur mobile est une entreprise de télécommunication proposant à la fois des services de téléphonie mobile, mais également des services d’accès mobile à internet. L’opérateur propose ces services en fournissant une carte SIM au client qui l’introduit dans son téléphone mobile ou tablette pour accéder au réseau (normes GSM, CDMA, UMTS, WiMAX ou LTE). L’opérateur mobile se doit également de commercialiser et marketer le produit ainsi que d’assister sa clientèle, en internalisant les processus ou en les externalisant.

Il existe deux grands types d’opérateurs mobiles en France :

  • Les opérateurs mobiles classiques (MNO) qui possèdent leur propre réseau mobile : Orange, SFR, Bouygues Telecom et Free
  • Les opérateurs mobiles virtuels (MVNO) qui utilisent le réseau des opérateurs classiques : plus de quarante opérateurs de réseau mobile virtuel en France

Le secteur de la téléphonie ne concerne aujourd'hui quasiment plus que la téléphonie mobile : en effet, le segment de la téléphonie résidentielle est en lente décroissance depuis de nombreuses années. Le secteur de la téléphonie est un des secteurs phares de l'économie française avec un dynamisme certain et un taux de pénétration très élevé au sein des ménages. En effet, en 2019, plus de 77 millions de cartes SIM étaient en circulation sur le territoire, soit plus que la population française.

Le secteur est concentré avec de très gros acteurs historiquement présents sur le secteur comme Orange, Bouygues ou SFR. Les barrières à l'entrée sont conséquentes avec des besoins d'antennes qui peuvent être détenues en propre ou non selon les modèles et éventuellement des achats de minute de communication...

Le secteur a été complétement bouleversé par l'arrivée de Free Mobile qui a remis en cause les tarifs pratiqués sur le marché, qui se sont littéralement effondrés. De la même manière, la fidélisation forcée du client a laissé la place à des contrats sans engagement. La réglementation contraignante du secteur contraint néanmoins les opérateurs traditionnels à de lourd investissements, qui pourraient s’accroître avec le développement de la 5G.
