1.1 Définition et périmètre d'étude
La gestion des déchets peut être comprise comme l'ensemble des activités techniques, administratives et financières nécessaires à l'élimination, la collecte, le transport, le traitement, la valorisation et l'élimination des déchets, y compris la planification et la supervision de ces opérations, ainsi que la surveillance des sites de stockage.
Le Portugal continental est divisé en 23 systèmes de gestion des déchets urbains, 12 multi-municipaux et 11 inter-municipaux. Les systèmes multi-municipaux ayant une participation dans le FEM représentent 63% de la population et des déchets urbains produits au Portugal. La production totale de déchets municipaux au Portugal en 2018 était d'environ 4,94 millions de tonnes (+4,2% par rapport à 2017), ce qui correspond à 505 kg/(hab.an), soit une production quotidienne de 1,38 kg par habitant. Ces chiffres confirment la tendance à la hausse de la production depuis 2014.
L'évolution de la politique communautaire poursuit des objectifs de plus en plus ambitieux en matière de collecte séparée et de réduction drastique de la mise en décharge. Ces tendances en matière de tri et de réduction des déchets (renforcées par des incitations juridiques) peuvent modifier le marché en réduisant le volume annuel des déchets, ce qui augmente la valeur de chaque segment. Les acteurs capables d'investir massivement semblent mieux équipés pour répondre à cette nouvelle dynamique.
