1.1 Definizione e ambito dello studio

Il disattivazione nucleare si riferisce all'arresto totale delle operazioni nucleari, alla demolizione degli edifici, all'attuazione di misure di protezione dalle radiazioni per i lavoratori e il personale del sito, e al contenimento, condizionamento e smaltimento dei rifiuti radioattivi o pericolosi. Il mercato della disattivazione nucleare sta crescendo rapidamente ed è un un'attività industriale a sé stante.

La Francia è uno dei leader mondiali del mercato con un'attività di smantellamento che riguarda sia impianti nucleari militari s, il reattori che generano elettricità, ma anche il laboratori di ricerca

Così, nel 2021, ci saranno quasi 193 reattori nucleari spenti (produttori di energia) nel mondo, la maggior parte dei quali non sono ancora stati smantellati Gli Stati hanno gradualmente preso coscienza della portata del compito di smantellare le numerose centrali nucleari obsolete nel mondo L'Europa è il più grande mercato del mondo, con una dimensione stimata di 95 miliardi di euro nel periodo 2020 - 2050 . In Europa, la Francia è il mercato principale, con 59 reattori nucleari da chiudere e smantellare entro il 2050.  

In Francia, i principali gestori di centrali nucleari ( EDF, Orano, CEA ) sono anche responsabili del loro smantellamento. Alcune operazioni sono subappaltate a diversi attori come alcuni gruppi di costruzione ( Vinci , Bouygues ) o servizi ambientali ( Veolia ). I giocatori francesi cercano anche di esportare il loro know-how per vincere le gare internazionali.

La vita di un impianto nucleare può variare da 30 a 50 anni. Il  CEA  (Commissariat à l'énergie atomique et aux énergies alternatives) in Francia ha un budget di diverse centinaia di milioni di euro destinati allo smantellamento e al trattamento dei rifiuti radioattivi. Tuttavia, molti  barriere all'ingresso  esistono in quanto lo smantellamento nucleare è un'attività complessa che richiede tecniche all'avanguardia e un'organizzazione impeccabile.

Negli ultimi anni, le autorità interessate hanno cercato di migliorare la loro comprensione del costo di disattivazione il costo di ogni installazione e la mancanza di chiarezza sui costi di ogni installazione si traducono in un prezzo molto alto.
