1.1 Definición y alcance del estudio
El mercado del papel incluye a todos los actores que intervienen en cada etapa de la transformación de las materias primas (principalmente madera, pero también fibras naturales) en pasta de papel, cartón y papel. Introducido en Occidente ya en el siglo XII, el papel ha revolucionado los medios gráficos, pero también se ha hecho indispensable en la vida cotidiana de todos.
La década de 1990 marcó un importante punto de inflexión para el mercado del papel: las consideraciones medioambientales de los gobiernos y de los particulares obligaron a esta industria contaminante y de alto consumo energético a adaptarse. El aumento de la producción de papel reciclado, el desarrollo de herramientas innovadoras y la reducción de la contaminación y el consumo de energía han requerido una gran inversión financiera. Sin embargo, las consideraciones ecológicas que empujan a limitar o incluso prohibir el uso del plástico, sobre todo en los envases y las bolsas de los supermercados, favorecen el crecimiento del mercado del papel, que sustituye en parte a ciertos envases de plástico (de ahí el auge del papel reciclado). Al mismo tiempo, la investigación y el desarrollo de materiales derivados e innovadores han ganado una parte importante del mercado del papel.
El cartón, los envases, los productos de papel y sus múltiples derivados o los productos fabricados con materiales reciclados son especialidades que fragmentan este mercado. En Francia, la industria del papel y el cartón muestra un crecimiento tendencial de 2012 a 2021, a pesar de los profundos cambios en el tejido productivo del país con una progresiva concentración de los productores franceses. Sin embargo, algunos segmentos de actividad se han visto afectados por la crisis sanitaria, y el índice de facturación del comercio al por menor de periódicos y artículos de papelería en tiendas especializadas aún no ha recuperado su nivel de 2019, lo que ha afectado a los proveedores anteriores.
En un plano más estructural, la caída de la producción registrada se debe principalmente a la disminución de las tiradas de periódicos; por el contrario, observamos que la producción de papel y cartón para embalaje ha aumentado desde 2016.
El sector de la fabricación de artículos de papelería, vinculado al mercado del papel, lleva muchos años en crisis. Ha sufrido un profundo cambio: hay diez veces menos grandes empresas de papelería que hace veinte años y muchas pequeñas empresas han quebrado.

- The Hondouville plant in the Eure region of France produces toilet paper, handkerchiefs and paper towels for professional markets (hotels, restaurants, businesses, industry, etc.), marketed under the Tork brand.
- To manufacture these products, the company has been recycling food bricks for over fifteen years
- In each food carton, paper fibers (75%) are mixed with aluminum (5%), plastic (14%) and cork (6%).
- The Stockholm-based international group, whose products are marketed in some 150 countries, has sales of 15 billion euros by 2022 and 48,000 employees worldwide.
- In France, the Group's fourth-largest market, it operates eight sites with 2,500 employees.
- Its Eure plant also manufactures cotton personal care products under the Demak'Up and Lotus brands.

- Antalis is the leading BtoB distributor of paper and industrial packaging.
- Antalis is also number two in the distribution of visual communication media.

General mobilization for Condat paper mills, a former industrial flagship and the Dordogne's largest private employer - 06/09/2023
- Papeteries de Condat, the largest private employer in the Dordogne, is planning to cut 187 jobs - almost half of the plant's workforce.
- The Spanish group Lecta, which owns the plant, employs a total of 3,000 people in seven factories across Europe.
- Lecta posted sales of 1.7 billion euros last year.
- The graphic paper market, which includes two-sided coated paper, continues to decline by 3% to 5% each year.
