1.1 Einführung und Definition des privaten Parkmarktes

Der Bedarf an Parkplätzen ist mit der Demokratisierung des Automobils in Europa und den Vereinigten Staaten und der Notwendigkeit, die ersten Probleme der städtischen Überlastung zu lösen, entstanden. 1962 wurde der erste GTM-Parkplatz auf der Place des Invalides gebaut. Der private Parkmarkt ist ein Segment der geregeltes Parken d.h. die Zahlung einer Gebühr für einen begrenzten Zeitraum des Parkens. ( Indigo-Gruppe )

In Frankreich gibt es verschiedene Arten von Parkhäusern:

  • Private Parkplätze von einer Person, einem Unternehmen oder einer anderen privaten Organisation verwaltet wird
  • Private Parkplätze für die öffentliche Nutzung wie z.B. Supermarkt-Parkplätze mit freiem Zugang
  • Öffentliche Parkplätze vom Staat verwaltet und im Besitz von Gemeinden und Gemeinschaften (am Straßenrand oder in Form von Tief- und Luftparkplätzen)

Die Parkraumbewirtschaftung ist eine hochprofitable Tätigkeit, dominiert von einer Handvoll Schauspielern . Zwei Faktoren haben den Sektor grundlegend verändert: die ende der Parkkonzessionen die zwischen den 1960er und 1980er Jahren gebaut wurden, und die in den letzten Jahren eingeführten Maßnahmen deutliche Reduzierung der Anzahl der Straßenplätze .

Kommunen sind die Hauptnachfrage nach Parkplätzen. Sie nutzen zunehmend private Parkraumbetreiber (mehr als die Hälfte des gesamten Parkmarktes in Frankreich), oft aus der Bauindustrie. Letztere bauen und betreiben die Parkhäuser (insbesondere Vinci). Das SEM (Semi-Public Company) ist eine weitere mögliche Managementmethode, und eine Minderheit der Städte entscheidet sich dafür, diese Aktivität direkt mit einer Verwaltungsgesellschaft zu verwalten.
