In Europa ist Frankreich der führende Markt, mit 59 Atomreaktoren sollen bis 2050 abgeschaltet und abgebaut werden.

Die Lebensdauer einer kerntechnischen Anlage kann zwischen 30 und 50 Jahren liegen. Die CEA (Commissariat à l'énergie atomique et aux énergies alternatives) in Frankreich verfügt über ein Budget von mehreren hundert Millionen Euro, das für den Rückbau und die Behandlung von radioaktiven Abfällen vorgesehen ist. Allerdings sind viele eintrittsbarrieren bestehen, da die Stilllegung von Kernkraftwerken eine komplexe Tätigkeit ist, die modernste Techniken und eine tadellose Organisation erfordert.
